Talk to Snivy when it shows up in the habitat to become friends and recruit it to your town. When building its home, decorate the surroundings with its ideal environment (Humid), its favorite flavor (Sour flavors), its favorite things (Lots of nature, Wooden stuff, Lots of water) in mind. Once recruited, it helps around town with the Grow, Litter specialties.
