Staryu appears in the “Swaying flower bed” habitat in every region as a Common spawn (Night, all weather). To build “Swaying flower bed”, place Seabed flowers ×4 — 1 item in total. Talk to Staryu when it shows up in the habitat to become friends and recruit it to your town. Bubbly Basin is only accessible with Expansion Pass Part 1 (DLC). When building its home, decorate the surroundings with its ideal environment (Bright), its favorite flavor (Bitter flavors), its favorite things (Lots of water, Strange stuff, Spinning stuff) in mind. Once recruited, it helps around town with the Teleport specialty.
